Lithuania to reopen 700 MW offshore wind auction on June 9

The Lithuanian government has announced that the second auction for a 700 MW offshore wind farm in the Baltic Sea will be reopened on 9 June 2025. The Contract for Difference (CfD) auction was suspended in January 2025 to review the terms and conditions and mitigate the impact on final electricity prices. Under the new rules, the winning price will be recalculated after 8 years (previously after 23 years), taking into account average electricity prices and inflation.

The submission of applications and bids will end on 8 September, and the tender will be valid if at least two bidders participate. The auction will be organised by the National Energy Regulatory Council (VERT), setting a price ceiling of 125 EUR/MWh. The financial contribution from consumers will only apply after the park becomes operational (around 2033). The priority given to offshore wind over onshore wind and solar energy has also been removed, ensuring equal conditions for project development. The offshore wind farm project will cover an area of approximately 136 km² and will be located about 30 km from the coast.

The joint venture between Ignitis Renewables and Ocean Winds won Lithuania’s first 700 MW offshore wind auction in 2023.
