Presentation at the 2nd FORTHEM Annual Conference
Under the project “Life-cycle of an offshore wind farm in the legal framework: the case of Latvia”, participation took place in the 2nd FORTHEM Annual Conference “Connecting Worlds of Science & Society,” organized by FORTHEM alliance, including the University of Latvia.
In the conference section “Climate Change and resource management: strategies for a sustainable future” the report entitled “Developing Offshore Wind Legislation in Latvia: the Influence of European Union Framework” was delivered.
The report explains how the European Union’s legal framework – in particular the mechanisms provided for in the recast Renewable Energy Directive (RED III) – such as accelerated renewables acceleration areas, strict deadlines, the single point of contact approach, and the principle of overriding public interest – affect the Latvian offshore wind permit procedure and drive the fast-tracking of project implementation, while taking environmental requirements into account. The report proposes solutions for harmonizing RED III with national regulations (e.g., in the areas of environmental impact assessment and maritime spatial planning) and the schedule for the planned ELWIND project in Latvian maritime waters, moving towards holistic and adaptive regulation.
